I have a buzzing/vibrating sound and feeling in my brakes when I am at nearly a complete stop.?

I have a 2005 chevy equinox and recently I have been experiencing this buzzing or vibrating type of sound and feeling when I brake. Though it's not happening everytime, it appears to be getting more frequent. I usually get it when I am backing out of the driveway with my foot on the brake or when I am turning into a parking space with my foot on the brake and sometimes when I brake at a red light. It feels like it could be ABS involved (and this is from someone who knows nothing about cars). I thought it might be some sort of warning that my brakes were bad so I got new brakes and rotors but the problem still exists. Has anyone heard of anything like this? I know I will have to take it to the dealer, but with money being tight I need to save up some money until I can get there.
