What time is the Vernal Equinox if it's either today or tomorrow given in Pacific Daylight Time?

I haven't seen the sun since Thursday and Spring is supposed to start on the Calendar. I marked Vernal Equinox on the calendar in Japanese and I still feel it hasn't happened yet. When does it start?
